Razor's goal is to make sure only one person has to receive the spam.
It can't quite reach that due to the speed of email, but it can approach
it.  Unless it takes a bunch of reports to flag something; then it will
be way too late and everybody will have it before it's flagged.

Razor has to flag on a single report or Razor doesn't work.
