I use RH 7.2
I installed razor and got no errors. I ran razor and got all kinds of errors. I wish I had them to paste in here but it was talkin about "bootstrap" and other things.  I was like "ok, ill just figure this out at a later date".  Then during some Apache maintenance, I restarted the server and Got a similar "bootstrap" error. One particular  site I have is totally dependent on perl.  It is a Scoop CMS.  Well, im not a Perl guy. Dont get me wrong. I wish I was. But the site no workie anymore. Luckily, the site was still in dev.
 
Also Spamassasin went crazy. So many errors I had to turn it off.
 
This was all about a month ago. 2nights ago, I tried to install some perl modules from CPAN thru Perl -MCPAN and could not install anything. Kept getting errors like Net::DNS::Resolver ( perhaps you forgot to load?). Which was the same I got when I ran spamassasin.
 
Looked thru some emails from the user-list here.  Looked at the Razor docs. When I installed razor, I didnt get the modules from cpan, I got them with the sdk. Docs said I could get them from CPAN if I wanted. 
 
Point is, I tried to install Net::DNS ( the first module in the list when you look at INSTALL )from CPAN but it gave errors.  I tried again and I skipped the tests that it does when it detects that you are connected to the internet.  It finally installed and voila!  Everything works again.
 
Well, I know this is a poorly documented fix but I hope it will help someone. Apps like Razor and spamassassin are our best hope to give us back our email addresses.  I salute the developers and someday soon when I am a Perl guy,   I hope I can contribute.
