You should install Razor first, just to be sure that SA "finds it" during
the "build process" of SA.

Razor needs its own collection of prerequisite PODs and whatnot.  I did a
"canonical" installation, basically, installing every POD listed on the
razor website.  I then installed the prereq's for SA, and then SA itself. 
Everything went without a hitch.

Don't forget to apply the patch to Razor's Agent.pm/Client.pm as provided on
the various websites.

I think Razor2 is Razor, the mention of Razor is probably old descriptive
text.  I've never seen a "Razor".

Make sure razor's installed, the patch applied... don't forget you need to
do some setup of Razor as well - you need to create a username/password
pair, and "discover" the servers, etc.
