This reminds me of a pet peeve with razor.  CONTRARY to documentation, it
does NOT look in /etc/razor if no ~/.razor directory exists, it just goes
ahead and creates ~/.razor anyway.

I had to symlink /root/.razor --> /etc/razor to get it to stop that
stupidity.  I just wanted a "global" configuration with a minimum of fuss. 
While I applaud the creators of SpamAssassin and Razor for allowing
user-driven configuration changes, they seem to have made it harder than
necessary to allow for a "simple" unified control method.
