We do this in SpamAssassin 3.0, right now mostly for SURBL lookups
(same idea, done in a DNSBL form).  Basically we list out the domains
we know about, and if it's not listed assume a default.

There really isn't a single place to get this information though.
Even IANA has different information depending on which page you goto.
Then you need to dig into the various tlds and find out how they
delegate out...
