I have two more less identical debian server running mostly stable
woody and some backport packages like razor and identical iptable rules.

On both servers razor-admin -d -discover works if run as root
but works only on one if run as any non-root user.

I have seen all the back traffic related to 
"No Razor Discovery servers available at this time"
which is the error I get but none of it seems relevent, has anyone got
any ideas what might be causing it?

it can't be firewall/iptables rules as it works if run as root.
both are running the same perl modules packages.
