I didn't suggest using CPAN... what I said was, I ran into this problem while I was
installing the URI module from CPAN, and I had to force the install.
BUT... another method suggested itself while I was figuring out what to do, which was
to hack the test. I didn't end up doing this because forcing the install was easier,
and the tests were in a compressed archive.
As CPAN is not useful to you, that leaves hacking the test.
