I ran into this installing URI from CPAN.
What's happening is a heuristic test is failing.
If MYCOUNTRY is "uk", "perl" should go to "www.perl.co.uk" ... but instead it's going
to "www.perl.org"
In CPAN I had the option to force the install, and I used it.
You might be able to hack the heuristic tests to change the expected result to the
actual result.
