I could not find a solution to this problem in the archives.

My system runs MailScanner with Spamassassin with RAZOR2.

I have users who forward files as attachments to blank messages.  RAZOR2
often marks these messages as present in the database because the blank
message mime part matches.

I have tried isolating these messages and finding the signature for the
blank message.  Then I added the signature as sha1 <signature> to
<razorhome>/razor-whitelist.

However, the blank messages are usually in text/html format and the HTML
Header tag values change more often than I can add them to razor-whitelist.
See an example below.

How can I allow all the blank messages and still let RAZOR2 check the
attachment?
