Does this setting limit just the affect of too many clicks?
Or does it limit me not opening multiple sessions on my computer through the 
application?

That is the result of clicking too many times on the same shortcut, resulting 
in a conflict of launching R:BASE session(s).

I bet you are observing these signs and symptoms using the RDP session and not 
realizing that you are clicking too fast and too many times <g>.

Your in-house users don't run into such a situation.

You can control such behavior by setting the Startup Option to Allow Only One 
Instance of R:BASE.

Here's how ...

Database Explorer | Main Menu | Settings | Startup Options ...

[x] Allow Only One Instance of R:BASE

Similar option is also available for R:Compiled applications as well.
