Here's how ...

01. While in Report Designer ...

    Main Menu > View > Toolbars > check on the option for "Nudge"

    This will place the "Nudge" palette on your report designer.

Now you may select the object on the report designer band and then use the Nudge Up,
    Nudge Down, Nudge Left or Nudge Right buttons acordingly.

    Alternatively ...

Once the object is selected, you may use [Ctrl + Right Arrow], [Ctrl + Left Arrow], [Ctrl + Up Arrow], or [Ctrl + Down Arrow] keys to accomplish the same task.

02. To turn the "Snap to Grid" off ...

    Main Menu > View > Grid Options ...

    Uncheck the option for [ ] Snap to Grid

03. To place a Horizontal Line ...

Place the "Line" control on the report band and then use the Line Types as "Top".

    That will turn the default "Left" line into the "Top" line.

Once corrected, you will need to adjust the height of the control as you see fit.

That's all there is to it!
