Here's how ...

If the A_1 column in RECRUIT is defined as INTEGER then ...

UPDATE RECRUIT SET A_I = 00 WHERE A_1 IS NULL

If the A_1 column in RECRUIT is defined as TEXT then ...

UPDATE RECRUIT SET A_I = '00' WHERE A_1 IS NULL
