Dan and Mike are both correct in that I have a number of specific possibilities under normal circumstances that I want to force upon the user. The override is exactly that. I want our manager to be able to bypass the "forced" areas so the user can have access to those areas only for that short session. The custom form action fits perfectly for this situation and the manager button is exactly what I wanted. Thanks to all for the direction and comments. I like reading the way different people address a problem. There is more than one way to accomplish the same task.
