Bill,
The latest update of your automated MS Windows Update has altered the
permissions of running RBGXE.exe.
Right-click on RBGXE shortcut on your desktop >
Properties > Compatibility > [x] Run this program as an administrator > OK
Hope that helps!

I'm not sure if this could be related, but I get a pop up dialog box
every time I start RBase from User Account Center saying:
Do you want to allow this app to make changes to your device?
I'm wondering if I should try to reinstall RBase X.
