where R:BASE is not installed?

I am seeing the launch behavior on compiled apps on pcs that the user does not 
have rbase installed.

Here's how ...

Within Settings >
          Data Browser >
            Additional Options >
              Export Options ...

there is the "Open After Export" setting which launches the created file when 
the export is complete, based on the current file-associated program.

The launch you are experiencing in your development environment with R:BASE 
installed may be due to this setting.

Try to disable the setting, and run the compiled application again.

Also, are you seeing the launch behavior for compiled applications on computers 
where R:BASE is not installed?
