The following provides a Compliance Checklist for PDF documents,
which advises efforts to make content within files easily accessible
to those with disabilities.

Below lists ADA checklist items in relation to R:BASE PRINT command's
PDF format parameters and available controls and properties within
the Report Designer, to be specified for compliance.
ADA 01:
The document file name should not contain any spaces or special
characters. The file name should be concise, generally limited to
20-30 characters and should clarify the contents of the file.
FILENAME - Specifies the full path and PDF file name.
ADA 02.
All Document properties should be filled out: Title, Author, Subject,
and Keywords.
TITLE - Specifies the title of the report
SUBJECT - Specifies the subject of the report
AUTHOR - Specifies the author of the report
KEYWORDS - Stores the list of keywords used in the report
ADA 03.
Accurate bookmarks should be provided for documents greater than 9 pages.
GENERATE_TOC - Specifies whether to generate bookmarks, or a "Table
of Contents", based on all report Break Headers
ADA 04:
Are links distinguished by a method other than color?
When including hyperlinks for report Label objects using the "URL"
property in the Report Designer, the label should be formatted with
an underline and other descriptions.
INCLUDE_HYPERLINKS - Specifies whether hyperlinks in your report
should be included in the exported file.
ADA 05:
No background images or watermarks
Avoid using the BACKGROUND_FILE parameter which uses a background
image on all report pages.
ADA 06:
Logical reading order in tables, with all header cells containing text.
Reports created using the Advanced Rich Text controls should adhere
to the above criteria.
ADA 07:
Is the document free from content that flashes more than 3 times per second?
Avoid using a PRESENTATION_MODE and DURATION which as per the above criteria.
ADA 08:
Do all form fields contain understandable labels?
PDF Form Controls added within the Report Designer should have the
"Field Name" value defined.
ADA 09:
Other compliance items relate to the content of the report as created
by the developer.
Do complex images have an alternate accessible means of understanding?
Is the document free from images of text?

I've "googled" the issue and there is information about what is
needed, but cannot translate that information into some basic
actionable items in RBASE X or X.5. (which maybe could be
modifications to the report or some options in the print statement.)
