Add me to the fan list!  I use Microsoft Paint to change pic resolution all the 
time!  Click "resize", enter a percentage, boom it's done!   Couldn't be easier

should note that Microsoft’s simple Paint program that is included in Windows 
can change resolution and save as a different picture format.  It is far from 
elegant but does work, I use it all the time to reduce picture sizes by

like to end up with.  https://easy-thumbnails.en.softonic.com/ You can use it 
to transform a single picture, or an entire file.  It allows you to set a 
prefix on the name, and to put all the re-sized files in another (sub-) folder.
