I have used the Windows task scheduler and works very well. I believe you have 
to makes sure to include the Windows user login and password and if the 
password is changed periodically, the scheduler must be upgraded with new 
password as well.

I think you have two choices:
 
1.  The most accurate way would be to create a system Task Scheduler, have it 
run a batch file at a specific time of the day.  Batch file would contain code 
like this one that I use:
 
C:\RBTI\RBGXE\RBGXE.EXE -O I:\data\swop\RBENGINEXE.CFG MonitorDataTask.rmd
 
        
2.  You can insert a "count down timer" on a form.  That doesn't run a program 
at a certain time of the day but instead counts down a certain amount of 
hours/minutes that you specify.  You could design a dummy front-end external 
form file that has nothing but this timer on it and have it count down every 24 
hours and then it runs your EEP code.  I use count down timers, but usually 
they're running routines several times throughout the day.
