This is pretty much the approach I use; however, I have and extra step at the 
top where I check if the target directory exists. If it exists it continues, if 
It does not, it creates the target directory.

I have documents that are stored externally, and the file name includes the 
date and time, and they are stored in subdirectories with the year as the 
directory name, so will not end up as an ever growing directory full of files. 
It limits the number of files and makes it easy to find files from outside the 
application (Win Explorer).

I think you have lost a chunk of code and a period. You're trying to get COPY 
to execute an ampersand variable and I don't believe it will. However, if you 
put in a period between the & and VF_TO, I think you will be in good shape.
