Start up file:
I would add /SET NULL  -0-/ right after the first disconnect, ~line 11.
Otherwise it looks ok, could use some minor tweaking but critical multi-user settings look good.
Make a backup of the database.
Give the startup a try and see if it helps performance.

Another thought:
Is the database on a dedicated server or is it on one of the workstations?  A dedicated server is recommended.
