aficionado, i went to my R:Base collection, and found a copy of CLOUT in a slip 
case, with a copyright of 1984.On the outside of the case, the verbiage 
advertised "with CLOUT, you ask questions of your data in your own words.聽 
There are no commands or computerese to learn".Your are right, RB was ahead of 
it's time.

there was not much interest on it since its development stopped.

It did basic things but nothing that you could not easily do from the R> prompt 
using simple language. Perhaps it was aimed at non-tech users , but non-tech
