I have an application where I can capture pictures from an USB camera; I used 
it to develop my very first photo booth application.  I also had an application 
where visitors would have their picture captured with a USB camera and an ID 
with the picture generated; I used a plugin developed by another developer; I 
believe R:Base now has one as part of the basic package. It was developed for a 
potential project where all visitors had to be logged in and out and a record 
of the visit kept. The application was completed and tested but the company I 
worked for at the time did not get the project, so it went to the digital 
storage shelf; I am not even sure if I even have it anymore. At one time, RBTI 
had the SDK to use SLR cameras (Canon), but it was expensive and complicated.

My Road and Asset Management System, RAMS , has the capability to select any 
picture, read the EXIF, use R:Base tools to add text or annotation and store 
the modified picture. I store pictures outside the database and the database 
stores the link to the file location.

Is this along the lines of what you are looking for?

I need some help designing and building a photographic image capture, display, 
and editing Form around a DB Image control.

Alternately, purchasing an existing module and hands-on assistance in such 
tweaking as may be necessary.

Inputs will come from the file system, and direct from camera. There are some 
nuances bearing discussion; not the least being an archived set of .JPGs, 
produced by many hands over many years, in a rainbow of resolutions, aspect 
ratios and rotations. Ease in image editing will be a big deal.
