I have not
run into this problem, normally when I want to duplicate tiers, it will prompt
for spacing and then it will create as many tiers as it can fit in the region.
When it leaves too much blank space at the bottom, I remove the duplicate
tiers, adjust the region size ( enlarge to fit an extra tier or reduce so it
does not leave a lot of blank space) and the recreate the duplicate tiers. I am
