On XP and (I haven't looked yet) probably 2000, Control Panel>Administrative Tools>Local Security Policy>Software Restriction Policies...
 
You can set whether the software can be run here regardless of access rights.  I haven't employed it to see whether the Network Applet is included, but it seems logical that it is.
 
On older machines, you can download Poledit.exe from Microsoft or find it on NT Resource Disks.  Poledit will allow you to create just about any policy you can dream up and then apply it to groups or user.
