You know what, Albert, that solution just might work for me!
In this case it's a Vendor table and there aren't a whole
lot of vendors added each year so it would be easy to pre-add
them! On the entry form, the user's name is entered into a
column if they save the record so I could look at this column
to see what rows are available.

One solution that I have used is to add rows to a table each year/month/day/whatever and flag them as editable then edit the earliest row that is available rather than adding rows.
