There are several issues in running Win98 machines on a Win2K domain.. We had the same problem here and through several tweaks I was able to get the Win98 machines to run fairly equal to a Win2K machine.. It has nothing to do with RBase, and everything to do with Microsoft. Unfortunately you will never get a Win98 machine to work as well as a Win2K on a Win2K network, and we did eventually upgrade all machines to Win2K.. but if your client does not want to do this.. here are some things to try.
1. Make sure their Win2K server has at least SP2 (service pack 2).. It was in SP2 that microsoft fixes some networking issues.. Of course they should be at SP4 that was released in June 2003.
2. They should make sure that everyone is using all the same network protocols.. Get rid of all of the unnecessary ones.. ideally just using TCP/IP is best, also make sure they are all using the same subnet mask, default gateway, etc. and that they only have one TCP/IP entry.
3. Check out the following registry tweaks from Microsoft (www.technet.com)

4. Reccomend they buy a switch instead of using a hub (if they are).
No matter what you do, even on an all Win2K network, you will still see delays when in Multi user mode, which has to do with Win2K's Active Directory
