In addition to what Troy says, sometimes you get this message
when that workstation has temporarily lost its network
connection.  If, for example, one workstation is trying to
exit the database it automatically does a 'disconnect' before
it exits RBase.  If a network connection has been lost,
it cannot complete the disconnect so you get the constant
looping as it tries to disconnect.

Another thing to try when this happens is to one-by-one
exit the other workstations.  You may find that one
workstation disconnecting will clear up the message.  That
is the workstation that has the problem.

Normally when you see this, there will be one computer on the network with a
message something like "Recovering Information, do not inturrupt this
process."  Usually what has happened is that a workstation has detected some
corruption in the database and is trying to fix it.  My suggestions are to
check the db for corruption and put UPSs on every server, workstaion, and
hub.
You need to be careful when this happens that you don't loose any data.
