Well, in my case, I'm using a set of forms that contain mostly variables.  Then, the "controlling" command files do as I've designed them to do w/each field's data, including the NOTE-type variables.  Your question is valid, esp. about the 2-table w/no record in the "subordinate" sibling/NOTE table.  I don't know when I went the way I did or exactly why, but at that point it might have been in large part due to the issue(s) you raise.
