For question 1, go grab a free demo copy of the program.
For question 2, you would have to print each report page twice to the FinePrint printer. Then after your multi page report has been sent in "page pieces" to FinePrint, tell FinePrint to use 2-up printing and then let FinePrint hand off your 2-up report to your real printer or even to a PDF file. (The FinePrint folks even have an inexpensive PDF creator program which I've never used because I have the Full Adobe Acrobat package.)
For question 3, absolutely.

How does FinePrint work? Does it allow you to take an RBase report and print 2 copies of it onto one side of the paper? Does it retain font information?

Would 2-up printing work for you? If so, checkout the FinePrint program at www.fineprint.com.
