I like Mike Byerly's poor man's NIC tester: Find a 20 Meg file that noone will be using. Put a copy of it on the network server.
At each workstation, copy the file to the local hard drive, then back again, timing it each way. That little test quickly ended a long debate I had once with a hotel network administrator, who claimed "It's not hardware, it's R:Base." I had him calculate how long it SHOULD take to do such a file copy. When it took 20 times that long, he surrendered.
