Steve, You need to turn on the Grant/Revoke system. To do this, you need to assign an owner password, then Grant access to at least one table, and then use the set user command to setup users.
If you are doing this for the sole benefit of R:Tango, I would not bother, because Oterro will need the owner password to connect to the db anyway.
