R:BASE QUOTES settings are among the group of settings that are stored with the database.
Including QUOTES, the following SETtings are also database dependent:
. DELIMIT . LINEEND . SEMI . PLUS . SINGLE . MANY . IDQUOTES . DATE . TIME . DATETIME . NULL
