I have seen a number of instances where this
method doesn't work. It was supposed to work, but
it didn't.

This works with every version at least from 6.5++ on.
One does not have to force single user mode.
Just making sure that all connections to the db are closed at the
same time
once a day should prevent the buildup of ghost connections over time.
