I've been using Firefox more recently so I hadn't tested HTA on Vista until

Just save the file with the HTA extension.
I don't think you need anything that's not already included in Windows.
At least I've just tried it and it worked for me!
A full blown HTA (HyperText Application) has some internal structural
differences, but changing the FileExtention to HTA forces the rendered
HTML to be hosted by MSHTA.exe instead of your default browser. MSHTA.exe
has far less baggage and fewer GUI parts, making the display of your
output instantaneous by comparrison and allowing scripting within the
rendering without any security complaints from your computer during
output...
