Tom,
  I know of no settings in Rbase that would effect this scenario. (But I 
certainly do not know all, so take this for what it's worth)

You state computer B works OK, but then the second session (C) runs slow.  I 
would try this...

Have no sessions running on any of the three computers.  A- being the 
server/host  B & C being the work stations.

Start a session on PC "B" and check speed.  It appears that all should be OK.

Now start a session on A, the server, leaving B connected.   If the speed stays 
fine, then exit the program on A, but
leave it running on B.   

Start a session on C.   If it runs slow, then it is almost definitely a network 
issue.  The logic being that B runs OK by
itself - only one network connection.    A & B runs OK, still only one network 
connection. (A, being the server does
not run over the network)  If B & C run slow, you now have two network 
connections and thus probably an issue
with the hardware.   As some may have already stated, check your NIC duplex 
settings if you see this.  Then I would
substitute/swap your switch if you have another one available just to test.   
Finally, temporarily turn off any anti-virus and
firewall protection on the server and test.  (I have seen protection software 
cause some serious speed issues in the past.
You normally can exclude Rbase files from the protection software)

If you find that starting B and then A causes a slow down, it could be that A 
simply is not enough PC to handle
being a server/host and run applications both.  If this is the case, I would 
expect the combination of B and C to
work OK.  I.E. the network is not an issue and A, not running a session, should 
be fine acting as a file server only.

I had posted a question about a possible network problem, but now I wonder if 
some setting in Rbase 7.5 is the culprit.  I have 3 computers networked thru a 
switch.  From a form in a compiled app I launch another compiled app.  On my 
main computer(say computer A) where the database is stored the program runs 
fine, but if I close the app on all computers and start the app on computer B 
it performs fine, but then when I start the app on C, C is very slow in 
processing, even moving to the next line of a scrolling region.  When I reverse 
the starting order then C is fast and B is slow.  Does anyone have a suggestion.
