These behaviors are common to ALL windows development environments. Think of a traveler on the way to a destination without a map and the dilemma that is apparent. How can he know where he is going without knowing where he is at?
This issue has received its' fair share of discussion and it all comes down to being certain of which control that is the source control you are acting on and if you are moving stuff, be certain the target has focus before committing the move. If the target does not have focus, the last control that had focus will receive the controls that are being pasted. This isn't hard stuff once you learn the map (the conceptual map of the form and related objects, of course).
