Found it! I had to move a PROPERTY RBASE_FORM refreshlist 'TRUE' statement to just before the return in the EEP.
Here's the summation:
The layers are FIFO either direction. So, if you want to structure a "stack of layers", you simply either "send_to_back" OR "bring_to_front" in the order you want the layers.
You can send a layer directly to the front or back with the appropriate command; the effect on the stack may not be intuitive (don't try loading things from both "ends"; it is easier to keep it straight in your mind when you are either sending to back or bringing to front!
RBase is the most flexible, most configurable DBMS of all time!!! Kudos to the Dream Team!!
Now here's a question-Since the form has no real 'list', the command "PROPERTY RBASE_FORM refreshlist 'TRUE'" must do more than just 'refresh a list'. Does it actually re-write the form? What is the extent of what it refreshes?
