Jennifer, It seems that the DB Navigator control is associated with the table that belongs to the scrolling region. If you wish to associate the DB Navigator to navigate the employee records, then, you will have to associate the DB Navigator with employee table. While in Form Designer: Right-click on DB Navigator control | Object Properties .. Properties | Table Name ... Now select the appropriate table from the list. That's all there is to it!
