Can I just delete all from sys_reports3 and upload the whole

Yes, you can!
DELETE ROWS FROM SYS_REPORTS3
Before you do that, make sure that you have a good version of
both filename.rpt and filename.lob files.
When uploading the whole file (RUN filename.rpt), also make
sure that both files are in the same directory.
I tried it on some test directories while waiting, and I figured
I'd better delete everything from sys_reports and sys_reports2.
Deleting rows from SYS_REPORTS and SYS_REPORTS2 will delete any
existing "Legacy Reports" for DOS and Windows (5.x,6.x) versions,
accordingly.
Very Best R:egards,
