You can also disconnect them on a Windows Server thru the MMC and either
close open files or open sessions.  If you have the correct rights you can
also go into their machines thru remote desktop and shut them down or you
can even issue a shutdown command from a CMD window to shut down a remote
machine.  
Shutdown -m \\computername   
Just type shutdown at a cmd prompt for the syntax.

If you have Netware, you could just disconnect the users from the server.

I do not have administrator rights but am responsible for packing the 
database.  Often when I try the pack, other users have either failed to 
log off and are still in RBASE or have failed to get out of RBASE when 
logging off.  What is the best way to get around this problem.  Most of 
the time I am not on site when doing the pack (or other maintenance).
