No.  I would immediately be suspicious that you have a fractured upgrade
with 
remnants of a previous versions files instead of a complete 30919.

The ChkFunc and others have been in since before 30917.

I would try a Reinstall over the one you are using with the current
downloads 
and then see what you have.
