I just tested one of ours, and the RTF as printed in the PDF is not
searchable.  But we certainly don't have the size issue you do.

When I try these settings, I get the same results as using IMAGE as the
encoding type.  All the RTF text has been converted to images, I can't
select the text in the resulting PDF, and the 9 page (in this case) PDF is
3.2 megs in size.
