I was googling the web and found a nifty(and free) program works. It is
called"express clickyes". It was designed to click yes for those prompts.

They have a free version(which I have tested) and one you can buy.

I checked and I think that outlook 2003 does not have a setting to turn the
security setting off. 
 
Outlook 2007 does though. It is under tools-macro-security-programmic access

Dan,
 
Can't remember exactly where it is, but there's a security setting in
Outlook.  Something about allowing other programs to send email..... If you
search the list archives you might find the specific spot for the setting, I
know it's been asked before.
