Jennifer I am not sure, but I have noticed a difference in behaviour using ENTER yourformname and EDIT yourformname.
When in ENTER mode I believe your user comment is valid when in EDIT it is not. My own personal preference is to never user ENTER, instead I create temp table(s) loaded with defaults and then use EDIT. That way I have no user confusion between EDIT and ENTER in the background syntax.
