You don't need another loop.
You can use the MOD function to determine when the counter is a multiple of say 
1000, and update the pause when that occurs.

Briefly...

Prior to your WHILE loop set the var to integer and zero.
Also set a variable to the total number of records in the loop (select count(*) 
into vCount where...)

Inside the loop calculate the percentage of records processed as the value for 
vProgress;
Use the value in the pause command.

If you have a large number of records you may find that you only want to do the 
calculation and pause every hundred or thousand, whatever suits you. If so, add 
another loop that counts to that number and do the calculation and pause inside 
that. Reset that count to zero when your preferred limit is reached.
