You will get this error if you do not remove the report from the 
sys_reports3 table when you try to reload the same report data. You 
would need to delete the report first, then reload it. If you are using 
7.x and correcting reports I suggest you use the [Unload] option in the 
database manager > reports section. The resulting files will have a 
'drop report xyx' at the top and prevent the error.

the data must be unique.
