I believe I ran into a similar issue some time ago, but I am having to dust off 
some 

cobwebs to remember! 



If I remember correctly, my simple resolution was to use RBBEDIT instead of 
RBEDIT.   For my 

purpose,  I did not need all the functions found in RBEDIT and RBBEDIT always 

came up on top of other forms.  



Do not hold me to this, but I not believe there are any OPTIONS for RBEDIT 
screen 

handling such as STAY_ON_TOP.
