I think I found the problem, It appears when you Edit the RBA and do something I can not figure out yet you loose the RBA file but still have the backup copy. So I just renamed the backup to RBA and it worked fine.
I have noticed this before but since I do not edit my RBA files much I never tracked what step I was missing that caused the problem.
