I am not sure what you mean by "same type of information"

 

For example: If you a person's last name, first name, and middle initial in
the "header" table and then have a matching first name and last name, but do
not have their middle initial in the "row" table - that data won't come up.

That is what is confusing.  In the report designer mode, the details come up
but when I use the WHERE builder, no details.

All the common columns have the same type of information.

I just did not know if an Enhanced tab form had a specific way to connect
the two tables.

I use one in another location but that is based on just one table.

If you have common columns between the "header" and the "row" table you have
to make sure the data matches or the detail info won't show.

I created a form in the latest 7.6 through the wizard and ended up with two
enhanced tabs.  

When trying to use this form, the detail section on the second tab is not
showing any information.

Is there a setting on the tabs that I have to set in order for the tables to
connect?

 

I checked the tables and the parent is BOLHeader and the slave is BOLRows.
