Karen - what about doing it at the table level rather than form or component level?
PROPERTY TABLE <FORMTABLENAME> 'DISABLECONTROLS'
PROPERTY TABLE <FORMTABLENAME> 'READONLY TRUE'

I haven't tried these but it might give you some ideas.
